Wont shut down

when i turn off my computer from windows it wont shut down completely. it seems the harddrive turns off but the mobo and/or the fans do not. the only way go get out of this is to turn the power swith at the back off. i dont know whether this is caused by software or hardware. someone please help me

Fixed

nevermind. i fixed it. just as a warning to everyone else, never use any programs from tune up software. tune up utilities 2006 corrupted my windows files and deleted necessary key for windows. i had to reformat anyways so i dont need help with this anymore
