aight now my sister she got this new emachine and i tol er she oughta get that recovery cd but she called me up and told me a guy at the place said that those comp manufacturers dont include those OS recovery cd's anymore or disk drives for that matter.Is this true?

Yes, it's true. eMachine does include some software that will make the recovery CDs. I can't remember the name of it but it's on the Start Menu.

It will take six blank CDs or one blank DVD.
