Would like step by step instruction on how to:
Up grade my windows 95 then reformat hard drive then use windows 98

Computer is in dos mode and keep telling me that the
setupx dll file is missing also
Runtime error 002 at 0000: 00E9
Cannot find Win.Com unable to continue loading Windows.

Have you got the full version of Win98 or an upgrade version?
If it's full version then just get rid of 95 by fdisking and formatting and use a boot disk if you're not to boot the computor.

BTW is your computor a Packard Bell? That error refers to PB backup
