Is there a setting somewhere to make OE start-up automatically when I log on the internet or when windows starts?

You can drag the shortcut from the desktop into the Startup menu.
If you are using XP menus then it would be under Start>All Programs>Startup>
drag the Outlook Express shortcut into there.
