Help Needed

A friend of mine in Lagos has received the following message in his Inbox and has asked me if it is genuine...any ideas?

Dear Chief Obasanjo,

I am fine today and how are you? I hope this letter will find you in the best of health. My name is John Smith, the Chairman of the "Contract Award Committee", of the "Tonbridge Delta Development Commission (TDDC)", a subsidiary of the Tonbridge Security Corporation (TSC).
TDDC was set up by the former Head of State, General Maggie Athatcha, to manage the excess revenue accruing from the sales of State owned assets to develop the communities in the Thames delta areas.
As the officer responsible for the collection of these monies, I was concerned about the risks of corruption and fraud which is so prevalent in my country. I therefore secretly diverted significant amounts so that they could not be misused by the ministers of my country.
I am now in possession of the sum of GBP40 million in banknotes which I am seeking your help in transferring. I have been given your name as a trusted person to be able to handle these monies. Please keep this matter confidential and do not disclose its contents to anyone.
If you are prepared to assist, you will receive 30% of this sum to retain for yourself, 60% will come to me, whilst 10% will be used to cover transport and storage costs.
In order to arrange this transfer, please let me have details of your bank account, and several blank, signed letterheads in order to prepare the necessary paperwork.
Please remember that this matter must remain confidential and only between us. In particular do not answer any calls from anyone claiming to be from the Kent Police, as they are just trying to get their hands on our hard-earned money.
