I have a missing or deleted MFC42.dll file. This file apparently launches certain programs. An error message comes up and says "that it failed to start
because it could not be found. Re-installing the application may fix the problem."

How can I correct this problem? Re-installing does not apply the dll.

What operating system are you using and what program did you reinstall to try to correct this?

I am using Xp/Xp Professional. The error message says that re-installing the faulty or inoperable program may fix the problem. It doesn't. The DLL is in a folder but I don't know how to reinstall it.

You can get the MFC42.dll here.
http://www.dll-files.com/dllindex/dll-files.shtml?mfc42
Unzip it and put in your System32 folder. You may get a message about overwriting this file yes or no, click on yes.

Barn, before downloading that dll, which may well be a completely incompatible version for the software you are having trouble with, you need to answer Rainbow32s other question:
what program did you reinstall to try to correct this

mfc42.dll is a shared file that many application installers clumsily overwrite with their own older versions thereby rendering other programs inoperable.
