Windows Update (http://v4.windowsupdate.microsoft.com/en/default.asp) site.
You'll have to explain your prob a little more and exactly what you are doing.
I had problems once trying to get to Update url using start/settings/windows update.
Seems that the update contained wrong extract file. Found two other folders with Windows Update that worked and copied one of their extract.exe to the one that didn't work and every thing was fine. This is just FYI.
Get back with you added information.

Double click on the time display on the Taskbar. You should be able to set the time and date there. Make sure that the a.m./p.m. is correct, too.

If the computer's time is way off, many secure sites won't work correctly.

You double click taskbar time setting and a block for setting time/date does not popup or you just can't access it when it does popup?
If you do get the time/date popup but mouse won't work, problem, but you can tab over what you want to adjust.

If the time is not correct, try this:

Go to Start>Run
Type "command" (without the quotes), press the Enter key
Type "time" (without the quotes), press the Enter key
Type the correct time, press the Enter key (if you press the Enter key without typing anything at this point, no change will be made)
Type "exit" (without the quotes), press the Enter key to close the window

You could also download Atomic Clock (http://www.worldtimeserver.com/atomic-clock/) to do these things automatically.
