You don't need that file:The PWL (password file) will remake itself after you reboot

Did you follow these instructions:
1. START | FIND | FILES or FOLDERS
2. In the Named box, type *.pwl, and then click Find Now.
3.In the list of found files, right-click each file, and then click Delete. Repeat step 3 until all of the .pwl files are deleted.
4.On the File menu, click Close.
5.Restart the computer. The password list files are re-created automatically when you log on to Windows.

6.Download the Mspwlupd.exe file from the following Microsoft Web site, and then double-click the file to run it.

NOTE: You do not need to perform this step if you are running Windows 95 OSR2 or Windows 98.The following file is available for download from the Microsoft Download Center:

According to Murf's post, "6.Download the Mspwlupd.exe file from the following Microsoft Web site, and then double-click the file to run it. You do not need to perform this step if you are running Windows 95 OSR2 or Windows 98."

That's probably why you didn't get an answer. You don't need the "mspwlupd.exe" file since you are running Windows 98.
