Slow scroll and drag!

I need some help! I have a dell inspiron 5100, and the hard drive died on me, after i got a new one and got my windows XP, and all its drivers on it, i found that whenever i drag a window across the screen, its not smooth. Its like a stutter effect. Also whenever i scroll on a website, its not smooth either, its the same problem. I called dell and they said that i dont have a warranty they would have to charge me to help. So I COME TO YOU! please can anyone help me!!

Did you get and install the right graphics drivers? You need to download the Forceware drivers, you cannot rely on Windows' driver database or the old drivers on the Dell restore CD.

i installed all the drivers that came on the cd with the computer.
