How are you connected to the 'Net?
On the '98 machine, go to control panel > network
and click on the file and print sharing tab and enable
the file sharing.
I have a '98/XP setup too and they talk to each
other just fine.

Both computers must belong to the same Workgroup. Make sure the workgroup name is the same for both and it is case sensitive.
In XP
Right click on "My computer" then to "Properties" "Computer Name TAB"
I think it is the drill for Windows 98.

Are the computers connected directly to one another? If they are, are you using a crossover cable? Also be sure to run the Network Setup Wizard on each computer and have each one sharing at least one folder. If all else fails (which there is a good chance of in my experience with Windows networking), use an FTP program such as WarFTP to transfer your files.

Map the network drive, see if that helps you.

This sounds like a classic case of a firewall getting in the way. Check your firewall settings on the XP machine.
