Sound does not work on programs

Sound works on boot-up & dialing to internet. Dr. Watson says mmsystem.dll is not listed in the [boot] section of system.ini. This file lacks "midi=mmsystem.dll" and "wave=mmsystem.dll." How do I restore these? -Windows ME on a laptop
