Are you saying you are getting this error when you try to open a .xml e-mail attachment? Are you using Outlook Express?
If the answers to the above are yes, see this:

No, it's not an email. It's a file on my computer. when i open it, it opens in a browser window. i tried what you said anyways but it doesn't seem to have worked thanks anyways.(i couldn't follow the instructions exactly because it wasn't from an email or in outlook.). Any other kernels of wisdom?

Caring, can you send me the file to look over? Click on the e-mail link in my signature, mail it to me, and I'll get right back to you in this thread. If it's written in Extensible Markup Language, there's no reason why you shouldn't be able to read it.

Sorry it's taken so long to reply :)
After talking with the other mods (who actually know what they're doing!), it seems you can simply drag-'n-drop this file in Notepad to view it.
It's a KaZaa skin, case you didn't know it!

caring, Hi.
As Zip says, it appears to be a skin for Kaazaa program.
The only place this is usable is within the application that references it (i.e The Kaazaa skin plug-in).
As it is not intended to be viewed in a browser, it is only natural that opening it that way will produce an error.
As mentioned above, it can be opened in notepad or any other text editor or an html editor - I use MS Visual Studio and FrontPage at work, Allaire (now Macromedia) HomeSite & Visual Studio at home. All these open the xml file in editable form.
I suppose the more pertinent question becomes Why do you want to open it?
Are you trying to modify/customise the Kaazaa skin?
