Grainy video display

I'm at a friends house trying to help,
windows 98, demension computer, compaq monitor only diplay choice is, 2 color and 16 bit only resolution is 600x480. will not let me make any changes to resolution.

The usual fix for the problem your friend's computer is having is to reinstall the video card drivers (called "Display Adapter" in Device Manager).
