Network problems on other pc

My other pc (xp) doesn't seem to have the network wizard, but mine can only make a floppy for 95, 98 and ME...so i think we need one for XP, because we can't access the network folder files at all to go to the FTP/IP automatic address setup. Or could someone tell me whatever else you can determine that will get it back online? We aren't even able to get into network files for checking identification. LAN settings are fine, set to automatically detect settings. It gets a popup message about the checking network connection...i'll let you know specifics when it shows again. Help and Support service is unavailable on that pc too, so i cant view the system summary/components/network info.

Do you know anything about an xp program called winispcfg or something similar? Someone suggested that might help
I'm on ADSL, with a router and hub. The pc that I'm having problems with has been networked here before, then had XP installed, then was moved to a different room, but still had the connection before it was moved and had XP.
The router model is Nettopia, Cayman 3300 series, hub is 4 port Netgear #EN 104 TP
I have had up to 3 pcs networked here before. It's not wireless.
The OS(s) I'm using are Windows ME and the one with the problem is Windows XP. I'll ordered a new Dell with XP on it yesterday and will be connecting it here too.
I'm not sure how to 'Run "cmd /k ipconfig"...i get an error message when i try to use the start/run, so am wondering if i should open dos, and if so, please tell me how to get there. I've used it before but can't remember how to get there, sorry.

I got into dos - the IP addy is not good - 0.0.0.0, same with subnet mask, no default gateway listed, so was unable to ping. My ISP says there may be a problem with the ethernet card, but I'm unable to access 'Help and Support', so I can't see the info for it either. I'm guessing it needs XP reinstalled. I tried doing a 'files and settings transfer wiz' disk starting on the xp, but my ME refused to cooperate or fully load the info for it, even though i tried several times.

This sounds like an operating system issue.

When you go to start -> run, what is the specific error you get?
