scroll bar missing on the right side

I used Windows XP Internet Explorer. Sometimes when
I go to a website with pop-up, the scroll bar is missing
on the right hand side.

Why would it happen like this ??

Is there any way that I can still scroll the page up and
down without using the scroll bar ??

Are you viewing with your browser maximized?
If you resize your browser window, do the scrollbars reappear?

Both of these are known bugs in the Win version of IE
What version are you running

I am running IE6.

The screen size is already MAX and the middle square box in the top
right cornor is blocked (therefore I can't resize the screen).

Generally, when there's no scroll bar it means you're seeing the entire page...there's nothing to scroll to.

If there is more to scroll to and if you have a wheel mouse, put the cursor anywhere in the window and spin the wheel...which will scroll the page if there's any more page to scroll to.

If it's the popup window lacking the scroll bar, that's probably by design as is the missing maximize button. Whoever authored the popup window designed it to remain one size on purpose.
