Yup this be the place for this sort of question.

Yikes, min sys req for 3.1...
I'll have to look it up but I think it runs on like 286 with less than 2Mb RAM?
Here you go:

Lot's of debate about what system will "satisfactorily" run Win 95 but 386 with 4MB will do but it'll be slow. Ideally minimum would be 486DX (math co-processor!) with at least 24MB ram.

Here are the minimum requirements for W3.1:

MS-DOS version 3.1 and the following for 386 enhanced mode:
a. 386CPU
b. 640K conventional & 1024K extended memory
c. 8 meg free disk space - 10 meg recommended.
d. Almost any video adapter (as long as you have the drivers for it), kb, and mouse.
e. Almost any modem as long as you have the drivers.

Anything better than this, like early pentiums etc will work fine, just check on drivers that support 3.x for any expansion slot devices (modems, sound cards, network adapters, etc.)

I'd recommend that you use W3.11 to get the added features including the networking capability. Any 486 works OK with 3.x but a 486DX, DX2, DX4 work much better. I have a 486 with 3.11 and TCP/IP and IE5 - works good.

Unless you get one of the latest 486 Motherboards with 72 pin memory slots, the max you'll get into most of the others will be 32 meg (8slots for 30pin memory with 4meg sticks) and remember that you need to install 30 pin memory in groups of 4 sticks and 72 pin in groups of 2.

I wouldn't recommend an upgrade to 95 - I'd remove 3.x and install 95 clean & 16 megs RAM works here, but I usually install 32.

Are you looking at buying a puter that can use Win 3.1 because it may be cheaper?????

The way I see it would be that anything should be able to run W3.1, but having said that your biggest problem would be getting W3.1 drivers/support that would run on the latest and greatest hardware.
I wouldn't waste my time and money on getting something with power and speed to burn. It just wouldn't get used. Like getting a Ferrari to drive two blocks for your weekly groceries, when a bike or feet would do the job just fine.
Of course if you did buy some greased lightning, you could always upgrade your OS later....
