so their website dont tell you nothing...their website is internet based and that is what you are asking for. If not you really need to be more specific.

IC3 accepts online Internet crime complaints from either the person who believes they were defrauded or from a third party to the complainant.
OK i used fraud in my example but this isnt what i want to report, never mind ^^

As such, there isn't a specific body.
Ofcom do cover the area, as the medium is more or less covered under the "Wireless and Telegraphy Act 1949" - there is no set staute, but case law covers it.
Look up a few rulings under the act with "internet" or "internet usage" as an additional search string.
Renegade600's google search post actually covers the usage of websites by Ofcom. These have to be sanctioned by HMSO (Her Majesty's Stationery Office) which owns publication jurisdiction on all government legislative publications. There you go Tom, clear as mud!
If you have a genuine complaint about trade, your first avenue of redress should be your local trading standards officer.
If your complaint is based on libel, you should consult the Citizen's Advice Bureau, or a solicitor.
If you are just hacked off with a site, most peeps resort to the time old tradition of flaming the webmaster.
