Forum image tags disabled

Is there a reason the IMG tag is disabled only for the Programming forum? Don't know why I only realized it now, but at first I thought I was doing the tags wrong or something, and then I noticed the image button missing from the Reply toolbar, and the Posting Rules notification in the lower left of the site.
