No cd rom drive!!

My computer is not reading the cd rom drive I have installed, I have tried replacing the IDE cables, changing it from master to slave, I have even tried a different cd rom drive but I still get the same error that says "no cd/dvd rom drive found" does anyone have any ideas? I am new to this site so I'll try to provide as much information as you need.

OS: Windows XP Pro
Motherboard: GA-8I945PL-G Gigabyte

Once the computer is powered up, when you push the Eject button on the front of the drive, does it open? If not, open the case and make sure the power plug to the drive is firmly seated.

yeah the thing is getting power it just says that there is not cd/dvd rom drive...
