Question Internet connections on one account and not on another

Can some one please tell me how to set up my Internet connections so that I can Make one of my Windows users available to the internet connection and another one so that it can not access the internet?

why would you want that ? lol. ironic because thats the same problem i have, some of my computers connect and my xbox can not

It called having kids in the house who seem to get up in the middle of the night and spend the rest of the night on the internet. And I am trying to eleviate the the problem this way seeing how we have broadband. thanks
