ok then. Can mods and admin send attachments?You'll have to wait for a mod to confirm it, but I'm pretty sure Mods automatically have all the benefits of subscribers, plus more. Admin Mishy of course has all the features available (why wouldn't he?). Why is HTML code off?I'm pretty sure HTML is off because a) people abuse it and b) it clogs the site (more data stored in the database, more data to load).

Subscribers, mods and admin can post attachments.
HTML is off on just about every forum I visit. There is a tendency to abuse and misuse it. You can use vB code (http://www.cybertechhelp.com/forums/misc.php?do=bbcode) to do all the usual things.
