Unable to SSh to Windows Server

I can ping the windows 2003 server but SSH to it. The firewall is configured correctly to allow this traffic. Is there a service that is not turned on or configured that I am not aware of.

Windows does not support SSH natively. Have you installed an SSH application on the windows machine?

cmd /k ipconfig/all [use to start ipconfig from 'Run']
cmd /k ping <some website, like google or yahoo> [use to ping 'www.google.com' from 'Run']
