Really basic movie question

OK, not ever wanted to do this before so looking for some really basic advice. If I have a DVD that I want to rip a clip from onto mp4, wmv or something I can send; what's the best and easiest way to go about it (without having to fork out) ????

If it's a commercial DVD it will be copy guarded and any normal ways to copy it will be blocked.
