losing connection speed

Own a IBM Aptiva amd 6-2 w/3d now; 475 mhz; 64mb; rockwell hcf 56 data/fax pci modem (connect to house line with a splitter). Compuserve is ip. I've been using comuserve on this computer for the last 3 years and haven't had a problem till now. I was connecting at 115,xxx currently at 28,xxx to 45,xxx. I've followed compuserves suggestions. (Driving me nutso!) Checked modem connection all is fine. I've also checked for a newer modem driver but can not find one according to rockwell one is not required. I know it's something simple and I just can't think of it. please help.

Do you have dual modems or just the one?

Sorry. one modem and one house line are connected by a splitter.
