FOUND this hope it helps;

Try fdisk /mbr then fdisk the drive. When you format the drive do not use the /s flag to transfer the system files. Win 98
will/should install them. MS KB Article Q187641 at http://support.microsoft.com/support/kb/articles/Q187/6/41.ASP has more info. Larry

Hi Robert, welcome to CyberTechHelp.

Caeser, this is the W95 forum, not 98 so this problem is slightly different...

Robert, you need to boot up with a Windows95 bootdisk with the same version of W95 that you use and from the A:> prompt type:
SYS C:{ENTER}
You will see a comment "System Transferred".
Reboot without the bootdisk.

If you do not currently have a W95 bootdisk, go to http://www.bootdisk.com and find one to match your Windows version. You do not need a disk with CD-Rom drivers so don't get the one available from this site.
If you do not know exactly what version of Windows you have, post back and I'll give you some further steps to follow.

Thank you for your input fantasy - however
1) The last post in this topic was 2 months ago
2) Missing command.com is not because the file is not there or has been moved but because it has become corrupted.
