Necessary Pop-Ups Are Not Loading And It's Driving Me Insane

Hello. There are pop-ups that occur on websites that I need to access to view or submit content, and the pop-ups never load. I mean, they literally just pop-up, but nothing loads. Here's a visual example:



As you can see, the central pop-up remains blank. I've given it time, and it isn't a loading problem because even after hours, it still won't load. Also, I've realized that by clicking Esc, the pop-up displays "This Page Cannot Be Displayed" and then if I right-click and press Refresh, the Pop-Up, might load depending on whether it has a URL or not. This process doesn't always work and usually contains errors within the pop-up, so I'd like to know how I can fix this problem as for the pop-ups to load normally. This has been going on for over a year now, and when I first bought my computer it worked fine and the pop-ups did load.

How can I fix it before it drives me insane?

To try the easiest thing first, if you're using Internet Explorer, go to Tools and if "Turn off popup blocker" is listed, click on it.

If that doesn't work, do you have Yahoo toolbar installed? It has been known to cause the problem.

If that's not it, do you have any other popup blockers installed? Maybe one as a part of an internet security suite?

I turned off Internet Explorer Pop-Up Blocker. Didn't work. x_x

Nope, I don't have Yahoo toolbar. And nope, I don't have any other pop-up blockers that I'm aware of.
