Download Rate Rapidly Decreases

I have an odd problem, when downloading. When i first start the download it is going at a very high speed, often over 100 kb/s. Instantly the download rate begins dropping all the way down to like 35 kb/s. I have tried downloading from many sites and it always happens. I'm using the firefox browser witha Cable modem, and Windows XP. Is there a reason that it would do this? Thanx

This happens to be the I.S.P throttle kicking in
When you pay for you connection the
I.S.P put a cap on it,
and limit the packets of info you have sent to you,
or what packets you send,
+ the site sending the packets has a limit on the download speed,
they have so much bandwidth with their I.S.P. and their throttle kicks in as well,
More people downloading from the site slower the downloads,
So at the start you get the full download up to your capped limit,
then the site your down loading from will throttle back the packets speed,
So more people are getting a download from the site,
The 100 kps slides down to 35kps,
This is a simple view of the way it works,
Their are alot more factors in the way information is move on the web,
that can slow the packets of info down as well,

What could be happening is more people in the area where you live
are connexting the the same service as you,
So at the busy times in the day or night,
the bandwith you are useing is decrese to cope with the load
We all have this happen to us as well,
my speed is 2.2mbps
but at the peak times
can go as low 80kbps
