Are you on a network? or connected directly to the internet?
A computer has 2 IPs if it is on a network....1 that the outside world sees.....a web server connects to your public IP "759.326.489.412" (or whatever it is) then that goes to the network which puts it to the private IP "192.168.0.125" (or whatever it is)..........if you have no network, the second step doesn't happen

Howdy:
Nope.. IP addresses are assigned by your ISP.. If you are on dial-up, it probably changes everytime you logon and logoff..
If you are on broadband, it will only change when your ISP makes the change..
Why do you want it changed??

Long story short no you can't not without doing some shady stuff first. The better question is "why"? Why do you want to change your ip address?
