Printer networking

Hi,
i would like to network my printer so that from my laptop i can print on the desktop pc's printer downstairs.I know you need set up a home network to do this but i have done many times but it seems that when i the downstairs computer is shut down.the next day the home network wont work.It says i do not have the authority to open the shared documents.My laptop is xp and the desktop is windows me.
Any suggestions?
all help appreciated.

if you have the printer setup through the desktop in order to print from the network, you will have to have the desktop on if you want to print.

cmd /k ipconfig/all [use to start ipconfig from 'Run']
