I engage a website-designer to create and manage a website for my business. After a time, the website needs alterations to reflect changes in price, telephone-numbers, &c. The designer no longer responds to e-mail requests to carry out the changes, and can no longer be reached by post, telephone, &c. Is there anything that I can do about this ?

its all depends upon what the contact says. If no contract, then you are out of luck.

To test the hypothesis, I want to assume that the contract provides no guidance.

Is there no means for example of obtaining the assistance of the domain-host ?

here again it depends upon what the contract says. It should have indicated who owns the actual pages of the site. you can try contacting the hosting service and see what they can do.

Did the designer, at any time, supply you with log in and password information for the hosting?

As others have stated, if you can't get ahold of the designer the next steps are to try the hosting company and registrar for the domain.

No.

I have traced the hosting-company, and am hoping to obtain its help.

I had supposed that this must be a fairly common difficulty, and that there might be some overall supervising organisation that would help.

Actually, I think it's only common if you deal with fly-by-night designers or companies. I always supply clients with all relevant passwords, logins and any other information even if they have no need for it. You never know when you'll get hit by a bus or something.
