When booting computer registry checker was running and would display message that registry error was fixed and to restart, upon restart would receive the same registry checker message.

attempted to start up using command prompt only but would then receive message that following files or missing or corrupted:

c:\windows.DBLBUFF.SYS
c:\windows.IFSHLP.SYS

then after delay computer would return Microsoft Registry Checker
asking me to restart. Can problem be fixed?

Start/Run, type sfc.exe and click OK.
You want to extract the files from your install Win CD and replace the damaged files under C/Windows.

If you have no install CD, the files may be already on your C/drive.
