how can I tell if IIS is installed on my win2000 server and how do I access it please. I appreciate any help.

IIS would be installed by default. You can see if it installed in many ways.
Add/Remove Programs, components (if it is not installed then you can reinstall from here)
Services
Administrative Tools
Cmd prompt
