Hardware profiler freezes

*this is for a friend*
Whenever I plug in a usb device (having problems with a USB hard drive and a video capture device) Windows ME pops up with the thing says "Please wait while windows builds a driver information database" But the program freezes at 0% and has to be shut down through ctrl-alt-delete
How do I solve this so I can install my video capture device.
