How to add a bluetooth device in Kubuntu Linux?

I already bought a usb bluetooth adapter and connected it with my computer.It loads, like when turn on my computer, it shows that bluetooth device found but when I start my browser, there is no connection. So please help ASAP

cmd /k ipconfig/all [use to start ipconfig from 'Run']
cmd /k ping <some website, like google or yahoo> [use to ping 'www.google.com' from 'Run']
