The beta for Microsoft's new web designer tool is now available. I've been using the CTP version of it and its been pretty good. I only ran into a couple of problems (passive mode FTP didn't work and applying a style sheet to all pages crashed sometimes) though I didn't use many of its features.
The link to the download page is below. Remember it will only work till March of 2007 and that it is a beta. Though from my experience with the CTP, I expect it to be reasonably stable.
