Is it Win98 or Win98SE?
And how are you connected to the router? Via ethernet Cable?

What address are you trying to use to login? Below is the address from the online manual.
http://www.routerlogin.net
username:admin

Below is the direct link to the manual in PDF in case you didn't get one.

On a side note here. When you do go wireless be sure that any wireless adapter you buy says on the package that it will work with Windows 98. There is little to no wireless support built into Windows 98 so all the wireless will be done by software that comes with the adapter. By getting on that says on the package that it will work with 98 if you run into trouble you can always take it back pointing out that the package says it should work but it doesn't. I'm not saying 98 won't do wireless but it might be tricky to setup.
