Netware 6.5 NLMS

I am trying to find documentation on the proper order (if any) for loading NLMS in Netware 6.5. I have modules that load like Java. nlm early in the boot process and then are attempted to load again later resulting in a "this module has already been loaded and cannot be loaded again error"
