Are your drivers up to date for your graphics card? if not update them and see if that helps.
https://support.ati.com/ics/support/default.asp?deptID=894&task=knowledge&folderID=293 - here's the latest driver for your card (6.10) It's for Windows XP, so if your not using XP then DON'T download this driver. Post back with what OS you are using and I'll post another link.

Right, next thing to try is to uninstall CS 1.6 and reinstall it. Is it through Steam? If so right click on it and delete local content and either download it again or if you have the disk use that to reinstall. If it's not through Steam uninstall it via add and remove programs in the control panel. Once you've uninstalled just make sure that there are no folders or icons left on the hard drive (if there are, delete them as well, just make sure that you've uninstalled CS first otherwise you'll have problems). If you want you can download ccleaner and clean-up the registry, once it's installed, run it and select issues on the left hand side and then scan for issues. Once that's finished click fix selected issues. Make a back-up of the registry and then you can either find the CS 1.6 entries manually (if there are any) or just fix all the issues in one go (this is what I do but please be aware that I'm not suggesting that you do this, it's up to you). Once it's finished click close and reboot. Alternatively you can download a registry cleaner such as reg cleaner and use that instead but it's up to you. You don't have to clean the registry and if your not too sure about computers or what the registry is then leave well alone and just follow the other steps. Once it's rebooted do a disk clean-up (start/all programs/accessories/system tools/disk clean-up)and a defrag if needed (same place as disk clean-up, click on the hard drive where CS was installed and click analyse and windows will tell you if it needs defragging). Then once again restart your machine and then reinstall CS 1.6. I know this is a long way of uninstalling and reinstalling but it's best to make sure that the hard drive is clean and not fragmented before installing. You say that you have the latest drivers for card but when you updated them did you uninstall the old driver first? also is this problem happening in other games or is it just CS 1.6? Post back and let me know how you get on.
