When I open My Computer it opens without any tool bars, address or file, edit, view, etc
Without access to the view option I am unable to restore to the default setings.
Can anyone help please?

If simply rebooting your machine doesn't fix your problem this might be why.
Usually when things like this start happening it means it's time to Defrag. You can do this if you don't know how by going to Start>All Programs>Accessories>System Tools>Disk Defragmentor.
Another common cause is having to many processes running at the same time. Go to Start>Run and type in "msconfig" without the quotes ofcourse, press enter. Go to the Startup Tab. Uncheck programs that you recognize and can live without having them start up with Windows. Then press apply and ok. You will now need to reboot for the changes to take effect. When your computer gets back up, you will see the Configuration Utility window, press cancell to close it.

You also might have the Folder opening in Full Screen mode.
Does pressing F11 bring the menu back?
