New card made little or no difference?

So I upgraded from a Nvidia GeForce 2 6800 GT to a Nvidia GeForce 7800 GS OC, both AGP, and I'm seeing little, if any difference. My Sims 2 still plays very sluggish and laggy, even with most graphic settings turned to medium, and I even tried low! Is there something I can do to test the card or my system to ensure that all my settings are utilizing the resources I have.

AMD Athlon 64 Processor 3000+ 1.8 Ghz
2048MB DDR RAM
Nvidia GeForce 2 7800 GS OC
WinXP OS
Creative Soundblaster Audigy 2 ZS

Yes...I have done the drivers. Running ForceWare Release 90
Version: 93.71
Release Date: November 2, 2006
WHQL Certified

And also directx 9.0c

There isn't anything in temp internet files really. This is a fresh install of windows, clean drive and new card. So I'm kind of upset that it's acting like crap since it's somewhat the "latest and greatest".

I dunno, there is just something weird going on with my system I think. I re-loaded my EQII software today and received a message saying it wouldn't run because I didn't met the system requirements for the CPU, which it mentioned needed to be at least 1 Ghz. I have a 1.8 Ghz Athlon 64 3000+....plus I played the game for over a year and haven't changed anything except now the video card. Can anyone think of a reason why I'm having so many problems no matter what way I turn?
