sending delayed emails

Is there a way in outlook express to create bulk emails but to send them at a later time( not all at once)

I don't think OE has that feature. A more sophisicated program such as Outlook should support the scheduling of emails.

You may also get option for sending set amount of messages in Newsletter/Bulk email program/scripts.
