Tabs & Windows in FF & IE

I have XP Pro and I use FF and IE. Every time I click anything it open's a new window or tab (depending on which option I have checked)so that after awhile I notice I have like 20 tabs/windows open. So many if I'm not paying attention that my browser wants to close!
I went to Internet options/Advanced/Browsing/Reuse windows for launching..... and it's checked. + I have the same prob. with both FF (latest version) and IE 7.
Help please. I hope I made sence.

For FF, try Tools>Options>Tabs and check Force links that open new windows to open in the same tab/window as the link.
For Ie7 I don't know.
