I use to be able to click and drag the icons on my Windows 95 desktop but now I can't. How do I correct this problem?

Hey there and welcome to the forums.
We'll start with the most obvious.
Right click on the desktop, point to "Arrange Icons", then make sure there is no tick next to "Auto Arrange" in the side menu that appears next. If there is one there, click on that entry to remove it.
Let us know if that works.
