If you're seeing absolutely nothing on the screen, is there a light indicating the monitor is coming on?

Yes the Monitor is on (Check Signal shows also) Cable is connected properly etc. When it starts up the CD light turns on then the 3.5 disks light shows green and that where it stops. I'm thinking it a BIOS problem just not sure how to resolve it if I can not acces it.

Assuming you can hear the hard drive spinning up (or if there's a light indicating hard drive activity, it's blinking) then the most likely cause is the video card has failed and will need to be replaced.

Yes I hear the hard drive spinning and cooling fans is running. when I hit the reset button it has a long beep followed by a series of quick short beeps the indicator light is yellow as opposed to green.

Is the a way to test the video card without removing it?

Dear Friend,
Just try this thing.
Shutdown your computer and let it be cool for sometimes like 10 minutes.
Open the CPU Cover using available tools.
when it get opens, just check Ram Slots or whatever u see and press them lighly as if u r fixing them.
Sometimes it happens when they get lossen.
Dont OPEN or PULL OUT anything.
just give them a feather touch .
Close the Cover
Start it

gud luck
