Howdy:

Microsoft no longer includes Java with its operating systems due to a falling out with Sun Microsystems..

You will need to go to the Sun Microsystems website and download and install the Java plugin for IE !!

You want the "Java Runtime Environment (JRE)"

and just what is it
Java is a cross-platform programming language. It can be used to develop standalone Java Applications, or small applications that run within websites, called Applets. These applets provide similar functionality to, say, an interactive Flash animation. The Java Runtime Environment allows your PC to run applications and applets developed in Java.

and why isn't it automatically installed???
The Java runtime isn't included with Windows because of the above mentioned legal issue. It isn't automatically installed because the ability to do that would present a security risk on your PC.
