is there a program can show a map or info with details about hacker source country.. ip..location..etc.. ?

because the information maybe can lead me to info more about suffering of the country because of hackers & how they(country,companies) deal with them & the laws of punishment on them .. maybe also i can arrive,find his personnel website,or e-mail..
also ,knowing most hacks from where coming..& why.. & so on..

getting hacker info is not as easy as using a single program. Most of the time it takes a hacker to find a hacker or even the hackers country. You may want to search google.
