Possible blocked website from my ISP

I think I may have gotten a website blocked by my ISP, but I don't know if it's just the site being down.

torax.outwar.com

If anyone could check it and let me know if it works or not. If it does, can anyone tell me how I can get my ISP to unblock the site, or if there's something on my comp blocking it? Thanks. Happy New Year!

just a couple of thoughts...

Call your ISP
try a proxy
check you firewall settings
try another browser
check your router access control settings

cmd /k ipconfig/all [use to start ipconfig from 'Run']
cmd /k ping <some website, like google or yahoo> [use to ping 'www.google.com' from 'Run']
