If you want to create a VCD then you need to use MPEG-1 Video Format.

This site looks like something you may need:
MPEG Encoders (Seems to convert avi to MPEG) (http://www.mnsi.net/~jschlic1/)

Hey guys if your looking to make VCDs then go here (http://www.vcdhelp.com)
Tons of good stuff here! Windows media player should have no problem playing mpg1 or avi files. However, mpg2 files require DVD software to be installed on your pc.
