looking for device

I need a device that stores audio files [preferably in multiple formats but at least mp3] of at least 4 hours in length and can also broadcast to my car's radio. Does anything like this exist?

you can get an mp3 player
and one of those tape to CD/MP3 player converter devices

There are many different types,from basic MP3 players to IPODs to
multimedia players like the PSP.
They can all use an external FM transmitter to broadcast to your
cars stereo.

CD/MP3 to tape would be cheaper
thats if you have a tape player in the car
