Read Only Dialup Connection

I've had a lot of customers going into the dialup settings and start changing the way things work, like the username, or checking boxes, like the Log on to network, Require encrypted password, etc... Only to have to go back in and reconfigure it. I've got a few customers who just can't seem to stay away from these settings. The first time their computer dosen't connect to the Internet, they automatically assume something is wrong with the computer and start tinkering.

What I would like to do is setup the dialup and the settings within the email accounts to be either read-only or set them up so that the customer can't access them. Like the removal of the Accounts option in the Tools menu in Outlook Express. I don't think this is possible but thought I would take a stab in the dark. What the heck.
